The conditions put forth by the UAE are for the reconstruction of Gaza.

According to the President of the United Arab Emirates, Anwar Gargash, Gaza will never be rebuilt until a two-state solution is properly laid out and accepted by Israel and the Palestinians. Gargash made this statement during the Investopia 2025 investment conference, according to Reuters.

Gargash stands on making aid for reconstruction conditional to political stability; “It is quite clear, therefore, that political stability is in connection with a clear plan if we are going to have large-scale investments,” he said.

Arab States Consulted on Gaza Reconstruction
Arab states have something law in mind for reconstruction once hostilities cease, evidently to counter a reported proposal from former U.S. President Donald Trump. Reportedly, he wants to see some form of U.S. administration for Gaza, a scenario which effectively displaces many Palestinians. The idea itself is viewed with disdain among other regional leaders.

A source close to the matter administers that the plan, taking shape under the auspices of Egypt, calls for a three-year, $20 billion investment from the Gulf. Egypt and Jordan have reportedly discussed the plan with Gulf states in Riyadh, and another meeting is set in Egypt on March 4, very much focused on reconstruction in Gaza.

Political Resolution Needed for Investment
Gargash asserted that first there must be political clarity remaining in place that capitalizes all of this into the billions that the rebuilding is going to entail. “There should be political clarity before we can commit any substantial funds to avoid any further conflict,” he stated.

On the matter of whether Trump’s reported plan has sped up an Arab strategy, Gargash noted that the former U.S. president has often altered the dynamics of international politics. “Arab states have responded to these challenges, and there is an opportunity for them to engage more effectively,” he said.

It remains uncertain whether reconstruction of Gaza is a doubt, with Arab nations linking their backing to a wider barter political solution. Such an approach could delay the delivery of some much-needed aid and reconstruction, consequently leading to even more despair for millions of Palestinians.
